Davis Bacon Wage Survey for Weatherization Projects

Dear Sir and Brother:
 
As you know, the Davis-Bacon labor standards requirements contained in the American Recovery and Reinvestment Act of 2009 (“Stimulus Act”) applies to the $5 billion appropriated for the Department of Energy’s Weatherization Assistance Program, which was established by the Energy Conservation and Production Act of 1976. Heretofore, Davis-Bacon requirements have not applied to the repairs and improvements provided under this program, which are intended to bring down the energy costs of low income residents. As a result, the U.S. Department of Labor’s Wage and Hour Division has initiated a series of wage surveys of residential weatherization work in selected areas in order to issue special project wage determinations applicable only to work performed under this program that is paid for with funds appropriated under the Stimulus Act.
 
Accordingly, I encourage each of the local unions affiliated with your organization to participate in this special wage survey process by submitting all information to the Wage and Hour Division concerning wages and fringe benefits paid to laborers and mechanics they represent, who have been employed on residential weatherization projects that were under construction or completed during the survey period. This can be accomplished by filling out electronic DOL survey sheets for each craft and each project and filing them on line at 09weatherizationsurvey@dol.gov, or preparing them by hand and submitting them by mail to the U.S. Department of Labor, Wage & Hour Division, Branch of Construction Wage Determinations, Frances Perkins Building, Room S-3016, Washington, D.C. 20210.
 
I cannot over emphasize the importance of your Council’s and affiliates participation in the survey.
